New rates affect qualifying development in Rio Linda and Elverta

New homes, businesses and some residential additions in Rio Linda and Elverta will now carry slightly higher school impact fees following a rate increase through the Twin Rivers Unified School District.
Effective August 17, Twin Rivers increased its developer impact fee to $5.38 per square foot for residential construction and $0.87 per square foot for commercial construction.
The fees are paid on qualifying new construction and are intended to help school districts cover facility costs associated with community growth, including construction, expansion and modernization of schools.
The change also reaches beyond Twin Rivers’ boundaries. Twin Rivers collects developer impact fees on behalf of the Elverta Joint Elementary School District, with the district currently listing the same residential and commercial rates for development within Elverta.
For perspective, 1,000 square feet of assessable residential construction would generate $5,380 in school impact fees at the new rate.
The fees do not represent a new tax or assessment on existing homeowners. They are tied to qualifying construction and are generally paid during the building-permit process.
ADUs can be affected
The rules can also apply to smaller residential projects. Twin Rivers says Accessory Dwelling Units and Junior Accessory Dwelling Units of 500 square feet or more of interior livable space are subject to developer fees.
Additions of 500 square feet or less are generally exempt. However, when an addition exceeds 500 square feet, the district says the entire assessable square footage is subject to the fee.
The increase is worth watching as Rio Linda and Elverta continue to see proposals for new housing and infill development. School impact fees are one way of requiring new development to contribute toward the public infrastructure necessary to accommodate growth rather than placing the entire burden on existing residents.
