Water District to Consider Nearly $2 Million Chromium Treatment Purchase

By John Todd | Rio Linda Online

The Rio Linda-Elverta Community Water District board will consider nearly $2 million in hexavalent-chromium treatment equipment Monday, along with a shallow-well study that could provide another option for meeting California’s drinking-water requirements.

The complete board packet, posted after the initial agenda, provides the costs, proposed timelines and scope of work behind several major decisions facing the district.

$1.96 million equipment purchase

The largest item is the proposed advance purchase of two hexavalent-chromium ion-exchange treatment systems for Wells 2A and 10.

Rollup Regeneration Alliance submitted an estimated capital cost of $980,000 for each system, bringing the proposed purchase to $1.96 million.

District staff recommends purchasing the equipment directly before awarding the larger construction contract. The treatment systems are considered long-lead-time equipment, and advance purchasing could shorten the construction schedule by approximately three to four months.

The district does not expect to award the construction contract until February 2027. Buying the systems directly could also avoid the markup that would otherwise be added if the construction contractor purchased them.

Affinity Engineering and Rollup Regeneration Alliance representatives are expected to attend Monday’s meeting to answer questions.

The purchase remains proposed. Staff is recommending that the board authorize Interim General Manager Felix to execute an agreement with the manufacturer after the contract documents receive final legal review.

District to study another well at Well 15

The board will also consider a $33,000 agreement with Wood Rodgers for a shallow-well feasibility study at the existing Well 15 property.

The district previously studied the possibility of a deeper well at the site. The new study would examine whether shallower underground water-bearing zones could support another municipal well with water that meets the hexavalent-chromium standard.

If suitable water is available, the district could potentially blend it with water from Well 15. California considers blending a form of treatment.

A new well could also add usable capacity while other chromium-affected wells are placed on standby. According to the staff report, developing another well may cost less than installing a conventional chromium-treatment system at the site.

Wood Rodgers would review existing well and groundwater information, collect additional water-quality samples and prepare recommendations for the district. The study is expected to be completed by Dec. 31.

Capacity and ADU fee studies

Directors will consider two separate $12,020 proposals from RDN—one examining the district’s water-capacity fee and the other addressing accessory-dwelling-unit fees.

The two studies would cost a combined $24,040.

Capacity fees are generally intended to recover the infrastructure costs created when new development adds demand to a water system. The studies could eventually affect what developers and property owners pay when connecting new construction or adding an ADU.

Monday’s action would only authorize the studies. No capacity or ADU fee change is being adopted at this meeting.

General-manager recruitment

The board will also consider an $18,300 partial recruitment contract with CPS HR Consulting.

The district initially attempted to recruit a permanent general manager internally but received no applications. The proposed contract has been adjusted to account for work already completed during the first recruitment effort.

CPS HR would conduct the remaining outreach, candidate screening and recruitment work. The proposed search is expected to take approximately 10 to 12 weeks.

Monday’s meeting

All four items remain proposed until the board votes.

The Rio Linda-Elverta Community Water District board meets at 6:30 p.m. Monday, Oct. 26, at the Visitors/Depot Center, 6730 Front St. in Rio Linda. Members of the public may comment as the board considers each item.
