The Rio Linda/Elverta Community Planning Advisory Council voted Wednesday night to recommend approval of a new Bank of America ATM kiosk in the Rio Linda Plaza shopping center.
The committee approved the recommendation by a 3-1 vote, with member Tonia Silva casting the dissenting vote.
The committee acknowledged and appreciated Silva’s experience with both properties. In the end, however, the majority concluded that the wants and needs of Rio Linda residents who use Bank of America could not be ignored.
Community members have made it clear that they want a Bank of America ATM restored in Rio Linda after the ATM inside the former MarVal Plaza kiosk was removed several months ago.
The proposed walk-up ATM would be installed in the parking lot at 440 Elkhorn Blvd., near Rio Linda Boulevard. It would replace three existing parking spaces with the kiosk, an accessible parking space and an ADA-compliant ramp connecting the site to Elkhorn Boulevard. Some landscaping would also be reconfigured.
The proposed kiosk would sit approximately 24 feet from the front property line. Because county development standards generally require a 50-foot setback—and potentially 56 feet where a public-utility or public-facility easement applies—the project requires an exception.
The CPAC vote is a recommendation, not final approval. The Sacramento County zoning administrator will make the final decision on the project, identified as PLNP2026-00055.
