Rio Linda and Elverta residents will have another opportunity Monday evening to discuss what forming a city could mean for the community.
Sacramento County Supervisor Rosario Rodriguez will host an informational community meeting Monday, Aug. 3, from 5 to 6 p.m. at the Rio Linda Teen Center, located at 627 L Street in the former Rio Linda Elementary School cafeteria.
The meeting will focus on the possible incorporation of Rio Linda and Elverta, including how a new city could be formed, the opportunities and concerns involved, and how cityhood might affect local representation, public resources and decision-making.
The gathering follows an earlier incorporation meeting held in April, when Rodriguez and Sacramento Local Agency Formation Commission Executive Officer Jose Henriquez explained the lengthy legal and financial process required to create a new California city. (riolindaonline.com)
During that discussion, residents heard that incorporation could provide greater local authority over land-use decisions, development priorities and municipal services. Supporters have argued that a locally elected city council would be more directly accountable to Rio Linda and Elverta residents than Sacramento County government. (riolindaonline.com)
However, speakers also warned that cityhood would not automatically solve the community’s problems.
Any incorporation proposal would have to demonstrate that the new city could financially support services such as law enforcement, road maintenance, planning and public works. At the previous meeting, Henriquez recommended that an incorporation group begin with at least $150,000 to pay for studies and application costs. A comprehensive fiscal analysis alone could cost more than $100,000, and a new city could also be required to compensate Sacramento County for revenue the county would lose through incorporation. Monday’s discussion is expected to continue the community conversation rather than launch a formal incorporation effort. Topics listed by the supervisor’s office include what city formation could involve, potential benefits and concerns, local representation, public resources and questions from residents.
The incorporation question has surfaced repeatedly in Rio Linda and Elverta for more than four decades. Concerns about development, road conditions, code enforcement and the community’s limited influence over county decisions have helped renew interest in cityhood.
