Twin Rivers Earns National Procurement Honor


Twin Rivers Unified School District has received national recognition for excellence in purchasing and procurement, earning the 2026 Achievement of Excellence in Procurement (AEP) Award from the National Procurement Institute.

The award recognizes public agencies that demonstrate outstanding leadership, innovation, and accountability in public purchasing. Twin Rivers is one of only four California school districts and 59 public agencies statewide to receive the distinction this year.

The recognition highlights the work of the district’s Purchasing and Warehouse Services Department, which has modernized procurement by replacing paper-based purchasing with a fully electronic system. District officials say the transition has streamlined purchasing, improved accountability, expanded cooperative purchasing opportunities, and helped ensure taxpayer dollars are spent efficiently.

While much of the department’s work takes place behind the scenes, its efforts support every Twin Rivers campus, including schools serving students in the Rio Linda and Elverta communities.

“Our Purchasing and Warehouse Services team may work behind the scenes, but the impact of their work is felt throughout our schools every day,” said Francine Brissey, director of purchasing and warehouse services. “We’re proud of what our team has accomplished and the difference it makes for our schools. Their commitment to improving systems, streamlining processes, and finding better ways to serve our staff helps ensure our schools have the resources they need while being responsible stewards of public funds.”

The Achievement of Excellence in Procurement Award honors organizations that demonstrate excellence in public procurement through leadership, innovation, productivity, professional development, and the effective use of technology.

For Twin Rivers Unified, the recognition reflects an ongoing commitment to improving operational efficiency while ensuring schools have the supplies and resources needed to support student success.
